According to the 19th National Congress of the Communist Party of China,the cultural strategy and cultural positioning are raised to a whole new level,and direction of the development of the cultural industry becomes more distinct and the path is clearer.The transformation of major social contradictions and people’s yearning for a better life have put forward new requirements for the development of the cultural industry.This is a new round of development opportunities and policy dividends,and it is also the mission of the cultural industry in the new era.According to relevant statistics both home and abroad,our country’s total GDP in 2020 reached 100 trillion yuan,but the added value of culture and related industries accounted for only about 4.5%of GDP,while this ratio in the United States,Japan and even some European countries is above 20%.In contrast,the depth,breadth and market development of our country’s cultural industry are far from being in place.This article takes the performance management of the editorial department of QD Publishing House as the research object,starting from modern performance management-related theories,combining the background and trend analysis of the domestic publishing industry,based on the performance management of the editorial department of QD Publishing House,such as performance appraisal and company A series of practical problems such as disjointed management strategies,underestimating performance management,lack of communication and coaching on employees’performance,and declining of performance management capacity.The thesis focuses on the effective measures to solve the tricky problems,such as how to improve performance management,promote the healthy and rapid growth of corporate performance,and ensure the realization of corporate strategic goals.This article combined with modern performance management theory and performance management tools such as balanced scorecard,goals and key results and uses strategic maps to decompose strategic goals to achieve hierarchical management of editorial departments.It aims to optimize the performance management content of the editorial department,improve the performance management system of the editorial department,rationally use structured evaluation indicators,establish a set of strategic maps as a guide,and set the specific indicators with balanced scorecards,objectives and key results Method,a performance management system that serves corporate strategy and core competitiveness.It introduces driving development indicators to supplement the editorial department’s evaluation and evaluation system,rationally improves the performance target setting guidelines,and scientifically designs performance guidance methods,evaluation and evaluation standards,and evaluation results Feedback and results application methods further enhance the comprehensiveness and forward-looking nature of the evaluation system of the two-level editorial department;guide the two-level editorial departments to pay attention to operation.At the same time,this thesis aims to increase investment in strategic basic work such as research and development,and then clarify specific implementation plans and operating methods,adapting to the requirements of corporate management changes and enhancing core competitiveness in order to establish editorial department performance management consistent with the company’s strategic development system.This article comprehensively breaks through the limitations of a single assessment tool.Based on the full reference to the theoretical research and practical experience of the domestic publishing industry’s performance management,based on the strategic orientation,a more comprehensive one that meets the requirements of the publishing industry’s ideological industry social and economic benefits.The new editorial department performance management structure provides a guiding direction and a mechanism for companies to achieve sound development and it also provides a template for most publishing companies facing such common problems.
