The book publishing industry,as an important part of cultural products,shoulders the historical task in promoting cultural inheritance and innovation.With the successful completion of the transition from public institution into enterprises,the publishing houses entered the publishing market as independent legal entities,participated in market competition and followed market discipline.To this end,based on their own development and the performance management system of others,many publishers have implemented modern enterprise management,build the performance measurement system of publishing houses.However,due to the industry characteristics of the publishing house,the diversification of book products and the complexity of book production process,the publishing houses often neglect the professionalism and particularity of specific posts in the process of performance management,failing to unify social and economic benefits,which is not conducive to the long-term development.Performance management plays a key role in human resources management,while performance appraisal is an important part of the performance management process,whose scientificalness and rationality is the key and difficult points in enterprise management.Editors are the core productivity of publishing houses.Therefore,it is particularly important to construct a scientific,reasonable and effective performance appraisal index system for editors' posts,and give full play to the guiding and driving role of performance appraisal to the editing work.This paper takes the performance appraisal index system of editors in S Publishing House(hereinafter referred to as S)as the research object.The study found that,with the development of strategic adjustment and the change of market environment,there are many problems in the current performance assessments system of editors' posts in S.For example,the positioning of post performance appraisals inconsistent with the company's strategy,the purpose of post performance appraisal is vague,the performance appraisal index lacks rigor,the performance appraisal emphasizes economic benefits while weakens social benefits,and the performance management lacks integrity.The current system can not meet the development demands of S,and is not conducive to its healthy and long-term development.On the basis of studying a large number of literature,the author compared and analyzed the common performance assessment methods,and combined with the current management situation of S,optimized the performance assessments system for editors of it.Firstly,set up an expert panel,taking the development situation of S and the actual work content of editing position as the starting point,taking the development strategy of as the program,screen out the key performance indicators of editing position from three aspects(the Company,Department,Editing position)and four dimensions(Financial,Customer,Internal Business Processes,Learning and Growth),and combine the work attitude and work ability indicators,to formulate the performance appraisal indicators of editing position that are scientific and meet the actual development demands of S,ensure consistency of performance appraisal and development strategy,and solve the problem of the disconnection between the current assessment system and the strategic objectives.Secondly,according to the work content and nature of the two types of editing departments,the weights of performance appraisal index are determined,which overcomes the problem of vague target and lack of rigor.Thirdly,adhere to the combination of quantitative indicators and qualitative indicators to determine the evaluation criteria of performance appraisal index.Finally,improve the various aspects of performance management,including the specific implementation of performance appraisal,feedback on performance appraisal,etc.,to ensure the practical operation of the performance assessments system.Performance appraisal is a systematic and holistic work.In the process of research,based on the methods of literature research,questionnaire survey,quantitative analysis,this paper uses the performance appraisal method of combining KPI and balanced scorecard to optimize the performance assessments system of editing position of S from four aspects:the subject,index,index weight and index evaluation criteria of performance appraisal.It provides a system guarantee for the transformation and upgrading of S,as well as an important reference value for domestic education publishing houses.
