Qingshui River Documents refer to historical documents of forestry and land contracts, account book, disputes and village regulations of Miao Ethnic Group and Dong Ethnic Group living in Qingshui River Basin in southeast of Guizhou Province, which were directly formed in social practice activity with long-term agricultural and forestry production as the main body during Ming Dynasty and Qing Dynasty. Targeted at survival and rescue of Qingshui River Documents, this paper studied strategies and measures for National Comprehensive Archives for implementing rescuing protection for them. This paper is composed of the following five parts:.Part 1:Introduction. It comprehensively stated domestic and foreign background of the research; explored theoretical and practical meaning of the research; analyzed research and progress of the field at home and abroad; and proposed research methods and thoughts.Part 2:Overview of Qingshui River Documents. Confining the concept of Qingshui River Documents, and analyzing its connotations; tracing its’ecological environment and social environment of how Qingshui River Documents appeared. Summarizing its’information and carrier forms of Qingshui River documents; stated its current quantity and distribution; and analyzed features and important value of Qingshui River Documents.Part 3:The achievements of current rescuing protection of Qingshui River Documents and its existing problems;stating the current restoration and protection situation from archive-system,other protective system,And it mainly analyzing problems like lack of effective pretection of its entity materails and information sources,breaking original completeness and organic linkage of Qingshui River Documents.Part 4:Analysis on causes of existing problems in rescuing protection of Qingshui River Documents. It specifically analyzed macro causes like imperfect legal system, unclear legal rules, diversified attributes of Qingshui River Documents, numerous custody organizations, insufficient publicity degree and shortage of protection awareness; imperfect of its’long-effective mechanism and deep level causes like backward conditions of rescuing protection organizations, increasing collection cost, insufficient rescue fees, being difficult to make clear the situation, resistance of people against their collection, non-uniform classification standards and backward informatization construction.Part 5:Counter-measures and measures of conducting rescuing protection for Qingshui River Documents stored in National Comprehensive Archives of southeast Guizhou Province. It proposed macro counter-measures like strengthening systemic and clear construction of policies and regulations, making clear main status of National Comprehensive Archives in protection, intensifying publicity and promotion of rescue of Qingshui River Documents, and establishing long-effective mechanism for protection of Qingshui River Documents; meanwhile we need strengthening basic construction.improve the conditions to protect them, making clear specific situation, collecting them in multiple channels, normalizing metadata criteria and strengthening informatization construction also,we should broaden the exploitation ways,and find effective ways to inherit them and etc.This paper revealed situation and problems in rescue of Qingshui River Documents, analyzed deep level causes to obstruction of rescue and further proposed macro counter-measures and specific measures for National Comprehensive Archives of southeast of Guizhou Province to conduct rescuing protection for Qingshui River Documents, and provided reference for archives system to conduct rescuing protection for Qingshui River Documents and other previous archives literature and heritages of minorities.
