| With the development of the information era, improve the socialist legal system, the citizen legal awareness, citizens of the right to information, the right to participate in the growing demand, it is imperative to build a sunshine government. National comprehensive archives preserved as the maximum amount of government information and the master, prepared archives open, increasing the service of archives, realize citizens’ right to know, is one of the contents of the construction of sunshine government. Archives open in China has been carried out for nearly 30 years, but with the development of economic and social changes, there are still some does not adapt to working archives open. Especially in 2008 to implement the "Regulations on open government information", put forward new problems in archives work. In 2014, the CPC Central Committee and State Council issued " strengthening and improvement the opinions of the archives work under the new situation", put forward new requirements for the work of the archives.In the face of the new situation and new tasks, in the context of the government information disclosure, how to carry out open archives work, public management research, is worth pondering. In this paper, based on the research of the open archives work of theoretical research results, combined with the actual case, through scientific analysis, find out the national comprehensive archives of problems existing in the process of archives and opening to the outside, and then puts forward the corresponding countermeasures.This paper first defines the archives, the national comprehensive archives, archives opening related concepts, basis for the paper problems with this. Then combined with the domestic and foreign research results and archive open success stories, analysis the necessity of open archives. The third is archives open problems of the national comprehensive archives, to analyze the causes of the problem and put forward corresponding countermeasures. |
