Performance Assessment is a process to evaluate employee’s job performance during a particular period of time. It plays an important part in the development and management of human resources. It also plays an important role in personal decisions and incentive management. As an important component of the national economy, China Railway Corporation needs to be in the forefront of the times not only in performance assessment management within the corporation, but also in human resources management and employee evaluation management.This thesis is based on the performance assessment of Passenger Transportation Segment of Nanchang Railway Bureau. First of all, it introduces the research background and meaning of Performance Assessment and also systematically explains its related theoretical knowledge. Secondly, against the weaknesses in the existing performance assessment management, through the horizontal and vertical comparison in current performance assessment of employees from domestic and international railway corporations within recent years, based on the author’s practical experience of performance assessment at Passenger Transportation Segment, in accordance with the actual situation of the railway corporation, through a detailed analysis of the performance assessment standard at Passenger Transportation Segment, this thesis designs and implements a performance assessment system which will be suitable for the needs of Passenger Transportation Segment. Thirdly, this thesis discusses the system requirements and its related technical support. It also discusses the overall design of the system, including development methods, database technology, function module design, database design, etc. Lastly, this thesis introduces the development platform of the system and the implementation of all function modules in this system.This system uses B/S architecture and implements frontend operations of basic features through browser. Besides, the storage of the database and the system’s calculation of the application service are executed on the server side. Thus, the system simplifies the service development process, increases the development speed and quality, improves the system’s development flexibility, and provides a better portability and reusability for the system. This system mainly includes employee record assessment module, assessment query module, assessment management module, team management module, and system management module. Through a functionality and stability test during a period of time, the system scientifically implements the performance assessment management for the segments of the railway station, avoids the human factors in traditional performance assessment methods, makes the whole performance assessment process more fair and objective, and provides scientific evidence for the leadership decision and fast assessment. Meanwhile, the system also includes the features such as pertinence, popularity, low cost, and high efficiency.
