In recent years,with the rapid development of the national economy and the construction of railway,its safety management and operation management of information system plays a major role for railway transportation scheduling and security controlling.As a special institution in the railway system,the railway public security organ has a major mission to solve the increasingly complex public affairs and public demands.But because of the complexity on human resource management of the railway system,information construction is in the initial stage.It's difficult to improve work performance,because of lack of effective management system for railway police staff assessment.Therefore,it's very important to establish a performance evaluation system for comprehensive,objective and fair assessment of basic railway public security organ performance.Relying on modern computer information platform and with advanced performance evaluation ideas,this paper puts forward a universal significant performance evaluation system of the basic railway public security organ.Through in-depth analysis and practical research on assessment methods,this paper presents a method combining objective assessment and 360 degree assessment and also combining subjective assessment and objective assessment.This method scientifically ensures the fair,impartial and reliable of the performance assessment.In the technical realization,this system has carried on thorough analysis of the current mainstream technology structure.We established a technology infrastructure based on OpenStack cloud platform with “data unity,unified platform” as our target.We also designed and developed a system based on JavaWeb Spring Struct2 Hibernate.We implement an adaptive load balancing technique to solve the scale problem in the use ofthis system and ensure the normal operation.1.In the development process of this system,we are strictly based on the software engineering system design principles and development methods.Firstly,we discuss deeply about the performance evaluation system of cloud environment.After analysis about the construction,system scheme,key technology,system overall demand,functional requirements,performance environment and requirements of user interface,we began designing and developing this system.2.The overall architecture of the system is designed based on the OpenStack cloud platform.We use the UML method in the software engineering to design the system functional requirements from the information management,assessment process management and assessment results.Database design is from the system concept structure.3.In the implementation phase of the system,we firstly constructed the platform based on OpenStack.Secondly we focused on the implementation of the system information management,assessment process management and assessment results.Then we designed the adaptive load balancing technology from system scheme,algorithm design and code implementation.We used the black and white box of test method and performed pressure test method in the test phase to verify the reliability and validity of the system comprehensively and perfectly.This evaluation system of basic public security organ has been put into operation and the effect is good.It timely conveniently accurately and efficiently helps the human resources management department and superior management supervise their staff.It reduces work intensity of relevant departments and improves the enthusiasm of railway workers and work efficiency.Therefore,this paper provides a valuable reference for the design and development of the basic public security organ performance evaluation system.
