Recent years, with the speeding up development of railway construction, the railwaysystem internal security management and operation management informatization constructionhas made great progress, TMIS, TDCS, CTC and other information system have beensuccessfully applied to railway transportation dispatching command, freight organization,safety control, and played an important role. However, compared with others, human resourcemanagement in railway system, especially the performance assessment managementinformatization construction is still in its initial stage. The problems mainly exist in lack ofmature evaluation index system, the huge and complicated workload of artificial collectingand computing the assessment information, lack of transparency to evaluation process, etc.Due to the backward assessment method, the assessment results and the practical applicationexists deviation, unable to provide scientific support for managers to make work decisions atall levels. Therefore, constructing a performance evaluation system which complied with therailway base stations is very necessary.Taking Qiqihar railway station as an example, this paper analyzes the requirementsaccording to the particularity of the railway industry, using180degrees/360degreeevaluation method, the KPI index method target management method, reviews assessmentmethod, etc, to design and implement the performance evaluation system of the railway basestations, and uses the analytic hierarchy process (AHP) to specially study the weight design ofthe performance evaluation system.1.Through the analysis of the current working status of qiqihar railway stationmanagement, this paper completed the requirement analysis of the performance assessment system facing railway base stations. Through the analysis of traditional personnelmanagement assessment model to the performance assessment management mode evolution,various existing shortcomings and insufficiency of traditional personnel assessment mode arelisted, and according to the characteristics of the industry, suitable railway performanceevaluation model is put forward. The performance evaluation index weights are designedfrom the view points of safety management, production management, personnel management,salary management respectively, especially including the violation of railway discipline andsafety information as an important index to ensure the fairness, impartiality and efficiency ofthe performance evaluation.2.For Qiqihar station we designed a kind of multilayer performance evaluation model.The performance evaluation model adopts the tree structure. The result of performanceevaluation is treated as root node, the corresponding multistage indexes are treated as middlenodes, and the bottom quantitative indexes and their weights are treated as the terminal nodes.3.This paper completed the performance evaluation system design and implementation.Qiqihar station performance evaluation system adopts a standard relational database, usingMicrosoft.net platform and SQLSERVER2005together to create a database based on B/Sstructure of railway performance evaluation system. The logic relationship of the system’sapplication business is packaged into different modules. This system mainly designs thesafety analysis evaluation subsystem, KPI index entry subsystem, comment type evaluationsubsystem, the weight parameter management subsystem, report generation subsystemmodule and so on, reflecting the work performance situation in a certain working periodthrough the weighted calculation of the employees and workshop, department of disciplineviolation index, revenue index and other KPI index of the weighted calculation.4.This paper validates the availability, stability and safety of system through a completeperformance evaluation execution cycle. Cases are tested, conducting a functional analysis ofinputting retrieval, statistics and reporting respectively. Analysis report is obtained andcompared with the performance evaluation management before the performance evaluationsystem is implemented.This paper puts forward the performance evaluation method of human resourcemanagement complying with the railway base stations through the design and implementationof the Qiqihar station performance evaluation system, which is conducive to the improvementof the strengthening and improving of the railway base station management mode.
