With the increasing degree of urbanization in China, the city is becoming more and more functional, the scale is becoming larger, the structure is becoming more and more complex,city not only brings convenience to people, but also makes people facing serious fire hazard.Since the fire directly threaten the lives and property of people, so the requirement of modern society for fire safety is also increasing, mainly focused on the rapid reaction of the fire brigade, fire vehicle efficiency, the scientific development of fire strategy and so on.Management of fire vehicles is an important part of fire job, since the fire vehicles in the command, scheduling, monitoring and management, there are many problems, it is difficult to adapt to the requirements of modern society, therefore design a real-time and efficient vehicle monitoring system, not only can collect fire vehicle location information quickly, help managers develop a scientific and reasonable fire strategy, improve the combat capability of the fire vehicles, but also can reduce the loss of people’s lives and properties, this has great social and economic benefits. Based on the above background, a vehicle monitoring system based on GPS is designed and implemented.At first, this paper introduces the background and significance of the research. Then,introduces the related technologies involved in the system development process, including GPS, GIS and wireless packet switching technology. Then, detailed analysis of the functions of vehicle monitoring system, and on the basis of system analysis, gives an overall system design. The whole system can be divided into three subsystems: monitor management subsystem, communication management subsystem, and general configuration subsystem.In the realization of the system, considering the future maintainability and scalability,using a modular, multi-level design structure, this structure is not only easy to design, but also easy to test. After several rounds of testing, the vehicle monitoring system has been running on the line, and the software interface is easy to operate and use. Vehicle monitoring system not only improves the fire vehicle efficiency, and also strengthens the rapid response ability,achieves the system goal.
