With the economic development of China, improvement of people’s living standards and acceleration urbanization process, a large number of urban residents is relying on town water pipeline to supply tap water. In most rural areas, the supply of tap water has become a basic municipal building. Due to the increasingly large geographical increasingly decentralized water supply piping system. Cable detection equipment has been unable to meet the huge demand for management, not to mention the traditional manual meter reading and maintenance. In addition, stealing water makes a huge waste of public resources. These all will cause direct economic loss of water supply companies. In the near future, information technology will be popular applications in all aspects of people’s lives. In the near future, information technology in all aspects of people’s lives will be universal application, real-time monitoring of operating parameters and meter data of users will also be an extremely important part of water resources management system.The graduation thesis carried out a detailed analysis of actual demand, and then summed to obtain the specific system design requirements as shown below:1. Management system should have the ability to communicate with the smart meter wireless communication terminal devices to collect water pipe network operational information; 2. The system should be able to collect and preserve the data of critical equipment timely in order to achieve real-time monitoring; 3. The system also should have the ability to analyze data automatically and provide pipe network operating conditions and water quality for the staff, and it will helping managers to deal with abnormal situations and make management decisions; 4. Taking into account the higher level integration of the system, the system shall have functions of staff rights management, water bills generation and payment system.Wireless digital smart meters can be installed wherever needed, as opposed to wired smart terminal equipment, monitoring station address is highly selectively and not necessarily limited to the arrangement of terminal devices, easy to installation, migration and upgrade, so it will save cost greatly. In digital radio and general packet radio service, we chose the GPRS as the communication means between management systems and terminal devices. As a packet based data network, GPRS supports TCP/ IP protocol to access the World Wide Web, which has advantages of covering a wide area, transporting data high-speed, great quality of communication, twenty-four hours online and charged according to traffic. It is very suitable for management system which has a huge number of geographically dispersed terminals such as this system.In this graduation thesis, the user needs of real-time monitoring of water resources management system based on smart meter is fully analyzed, the system requirements were analyzed and summarized, and GPRS technology and database technology are studied. The system architecture proposed should contain features below:1. User management module based on B/S plus C/S; 2. Data storage module collected from smart meter; 3. Real-time monitoring module based database; 4. Data analysis module based on historical monitoring data; 5. Data analysis report display and print module; 6. Exception alerts and valve control module;7. System management module.After technology studied fully, the thesis analysis the building of the overall system architecture, decomposition and achievement of important modules, running process, and Interactions between modules. The technologies whose performance, functionality and cost are appropriate are employed. The realization process of real-time monitoring of water resources management system contains include programming and graphical user interface designing. In the last part, user interface testing, database testing and integration testing are processed, and the result is good. Test results show that the system can be more fully realized design features. Real-time monitoring of water resources management system based on smart meter has great value and development potential. It greatly facilitates the management of the water supply network and protects the water security of millions of households.
