Recently, people are regarding for the lacking of water along with the development of national economy, and water conservancy should take much harder duty. The water charging system now in use is not suit for the requirement. Traditional manual-observed water monitoring system could not accord to the convenience for technical maintenance, decision-making and cost reduction. And it's accuracy and real-time attribute could not be confirmed. What this paper focuses on is important for general management of water resources.Firstly, the paper specifies the measurement of calculating water and details on the differences of several methods. We analyze the acquisition method based on dry-reed-tube sensor which fitted on the system, and figure out the single sensor, double sensors and tri-sensors collection characteristics. I put forward a new assumption based on double sensors and a new acquisition plan based on micro photographic sensors.Secondly, this paper gives the introduction of the configuration of collection terminal, then illustrates the temperature, voltage analog signals acquisition proceeds, the principle of I2C bus, the applications of the I2C bus based on timer-chip and memory-chip, and the data-store mode for safety in details.Finally, the data transmission proceeding is talked about. Data is transmitted from data terminal to hub, and the communication way is RS-485 specified on the application of data transmission. After collected data is transmitted to remote center. The paper studies some methods for remote transmitting data and gives the design of a method based on GPRS and SMS that has good real-time characteristic and stabilization.It is profounder that people comprehend the significance of water resources. The design put forward a new type of water resources remote monitoring system, which focuses on the instance of the water resources of Beijing area. The system has a good effect through the practice and would be a useful reference to the familiar system design.
