Because there is a large population in China, the water resources is distributed very uneven in country side and lead to water use is very difficult, so need to effectively use and scientific management. The best way is to use automatic meter reading technology to improve water resources management, strengthen the monitoring and control of groundwater water resources and water demand management, rational allocation and use of price leverage to make the water resources succeed to be managed scientifically and controlled effectively.The water remote real-time monitoring system of Liaoning Province which is studied in this essay, which uses the intellectualized monitoring and control equipment as the transmitter of on-the-spot data-collecting and accepting, uses GPRS /GSM network as a platform for remote data transmission.In this system, each sub-centers can remote control and monitoring water wells in the enterprise using GPRS/GSM technology, water and water level data will be collected automatically, remote transmission, processing and storage, the district (county) the water supplies department and town water supply stations are allowed remote access via the Internet from the local central station, query and summary data, generate the appropriate statistical reports. All sub-center data is aggregated to the provincial center through data integration platform, improve data integrity and achieve information sharing, service in the management of water resourcesThe subject of the application in Liaoning Province have great social and economic value, not only to revitalize the northeast old industrial base is important, and because of Liaoning Province in northeast China has a leading position in the economy and have a demonstration effect, so hopefully be extended and used to other provinces of our country.
