Rational dispatching human resources information management system can realize the effective management of human resources, personnel information, simplify the business operation process, improve work efficiency, ensure the security system in use, which is a necessary condition for Political Consultative Conference scientific human resources management, standardization, information management.According to software development process, this project starts from requirement analysis, formatting requirements specification after requirement survey. Then system design, it includes overall design, detailed design and database design. During the system implementation and testing, take the corresponding test case to check the availability of the system. Finally this project implements a web-based human resource management system. At the same time, this project takes the RBAC(Role Based Access Control) mechanism to control the access action, and improve the security of privilege management.This paper conducts a functional and non-functional requirements analysis, and uses UML modeling language for system modeling. In the design phase, the top-down approach is taken to carry on the analysis and the design of each module. This paper provides the module chart of system function, E-R diagram of system design, structure of database and necessary table. Finally it introduces the advantage and value by using Java Web to implement the system. The related technologies include MVC, Struts2, Hibernate and JSP, then taking MySQL as database system to complete the human resource management system.The system will be an effective platform for small and medium enterprises to manage human resources reasonably. System privilege management based on role based access control mechanism of RBAC. And system provides a good interface and contains some complete six sub-modules such as the department management, staff records management, staff attendance management, staff salary management and staff training management.
