Equipment purchase management is to protect the school to purchase the equipment, the use of unified supervision, and its management in the school has occupied an important position. With the development of computer and Internet technology, the information work of Shandong University has gradually entered the track, each important business sector has been through the Internet platform for business or supervision. However, for the purchase of equipment, there is not a relatively sound information software to optimize the daily work management mode, or through the traditional manual mode to manage, so that not only a large number of human, material and financial waste, but also can not ensure that the work of justice, fairness and openness.In view of the existing problems in the purchase of equipment, to build a set of equipment management information system of Shandong University, to provide work efficiency, to provide an open, fair and equitable information platform for the whole school. The system is based on the B/S architecture and MVC framework, and the development of the system, and the use of the SSH architecture model, easy to transplant and expand the system. It mainly includes equipment purchase plan management, equipment procurement process management, contract management, equipment management, supplier management, data statistics analysis and other functional modules.In this paper, we analyze the various business segments of the equipment purchase management, and combine the needs of daily work, and use the object-oriented design method to design and implement the system. The main work of this paper is as follows:1. The system needs to provide the complete equipment purchase plan management function. A complete declaration of equipment purchase plan includes a plan to declare and fill in, approval process management.2. To achieve a variety of ways to achieve equipment procurement process. After the approval of the purchase plan, equipment procurement, according to the purchase amount of the purchase amount of different procurement process management.3. After the completion of the procurement process, the user and the supplier to sign the purchase contract or import equipment agreement, the contract signed and sealed after the scan to the system, the original file. System should be able to easily view and manage the contract information, according to the Institute, the contract signed, contract number, equipment name, and other related contracts.4. After the arrival of the equipment and operation for a period of time, the user in the system to apply for equipment acceptance, approval of the management department, after the payment of the end of acceptance. Through the system management equipment acceptance report to fill in and approval, print paper version of the acceptance report signed by the experts, the equipment supply department seal, scanning the system, the original to the user (import equipment acceptance certificate to the foreign trade companies, pay the draft), a copy of the file.5. Supplier management. Supplier registration, qualification examination, unified evaluation index management, classification management and technical index database establishment.6. Data statistics and analysis of various dimensions of assets and equipment, report printing. According to different requirements according to different combinations of query and output results.In this paper, the research background of the equipment management in Shandong University, and the practical management of the experimental equipment, the need to carry out detailed functional requirements analysis and system design, and ultimately achieve a set of supporting the whole school equipment procurement, and to ensure the procurement of public, fair, public and the acquisition of equipment management information system of Shandong University.
