At present, there are 2886 cities in China are facing the shortage of water resources and water environment substantive issues such as security situation is not optimistic. And the current water management department management style, lack of management measures, lack of supervision and inspection are serious increasingly. To solve these problems, this paper had established integrated water management information system with the means of information technology. It is namely that the water sector is able to strengthen the industry regulation and promote open government, public service duties, to protect the key link of urban water environment, to grasp the city water conditions, to improve the efficiency of management, to help solve the water pollution, waste water, drinking water security problem.In this paper, the main key technology of water integrated information management system is to adoption of SOA architecture, and design the whole system with loose coupling way of service-oriented. It is to carry out the data exchange platform with each other by needs. It designed the system function, running environment, network architecture on the basic of water business requirements, the user requirements, and data requirements. Comprehensive information management system makes detailed design for water, the specific function of each module to design of database, and introduces the implementation of the system. Through the test environment, the system to carry out the functional, security, reliability, efficiency, testing, this system had passed the design requirements and satisfied by the user.This paper is divided into six chapters. It elaborated the research background and meaning, and analyzed e-government, intelligent water and the research status of information in first chapter. This paper introduced the SOA architecture in the second chapter. The system will be adopted overall design of service oriented architecture based on analyze the present situation of data exchange between different platforms for all kinds of key technology. The third chapter is to elaborate the integrated water management information system of business requirements, customer requirements, data requirements, etc. And to introduce the basis and principles of system design, design the system functions and operation environment. The fourth chapter is to introduce the implementation of the system, and to design the specific function of the water comprehensive information management system and the database. The fifth chapter is to test whether the system has the functions to meet the design requirements, and to test the included of functionality, reliability, security, efficiency, etc. The sixth chapter is summary and outlook. The author analyzes the process of research, and to summarize experience, and looking forward to the next step of work.
