Water resource shortness and water environment's empoison is one of the important issue to face when our country developing economy and society. So, Enhancing water resource management and protection water environment is a important condition realizing our country sustain development strategic. On the base of water quality monitoring data,water quality management,water quality analysis methods and the research of water quality prediction, this paper analysis the character of water quality management, state and compare several widely used water quality analysis methods, discuss the character of BP neural network, and introduce the advantage to exploit water quality management software based on MATLAB GUI,This paper introduce how to exploit water quality managementsystem can access directly,high efficiency to plenty data and provide aid tool, realizing the function of water quality management : inquiring,updating,inserting and deleting in MATLAB GUI. On the base of water quality information management, to analysis water quality. Water quality analysis to indicate directly the condition of water environment quality, which is the base of water environment capacity computer and control water pollution, realizing water quality analysis using single index and integrated index in MATLAB GUI. On the base of water quality information and in MATLAB GUI, obtaining history water quality variation tendency image, prediction future water quality information and obtaining water quality image using BP neural network, to exploit decision support system can provide decision support to department concerned.The characteristic of total system is realizing in MATLAB GUI. This system has friendly human-machine interface, operating simply, management conveniently, computing rapidly, which has reality application value and reference value. This paper's study is from system engineering's angle, which treats water quality as study plant, focus on realizing water quality management and decision support system based on MATLAB GUI, and the whole work is completed by incorporated with the water quality prediction algorithm.
