Based on the comprehension and analysis for the infrastructure construction and information management of Water Conservancy Project Management Department of Jiangsu Taihu District(W-JTD),we develop a software platform through combing the requirements from water project manager and state of the art.Employing the latest technologies such as GIS,database,Internet,we aims to develop a platform that centrally managed information of water project monitoring, water project management, river and lake management, flood control command and so on.With the following principles of extensibility, reliability, stability and standardization, the developed platform also has the functions of query, statistics, spatial analysis, management.Firstly,we introduce the background and practical purpose of developing water information management system for W-JTD and its development history with GIS technology.Secondly, with the understanding of requirements from Taihu district,we complete the comprehensive analysis of demand requirements, function requirements, and performance requirements. Then,we give the design of system, function and database. The system design clearly defines the design ideas, design principles and platform design frameworks. The functional design makes sure the specific function modules of the platform according to the previous requirement analysis.Database design uses SQL Server database to manage and store the data uniformly and establish a spatial E-R model database. Finally, the test results show that the developed water information management system can realize monitoring and advising the water conservancy project, managing lakes, and flood control.
