There some problems existed in the traditional water supply enterprises: themarketing and management costs are too high, some operation flows are disjointed andthe management of both historical data and source documents spent a large amount ofresources. In order to improve efficiency and reduce management costs, and allowwater supply companies to comply with the development trend of informationtechnology, to make the profit more direct and effective, this article will analysis thebusiness process of water supply companies and develop the manage system by usingelectronic information technology.Firstly, we collected various types of comment information for enterprise, thenusing LDA (Latent Dirichlet Allocation, implied a Dirichlet distribution) themeanalysis methods to classify and analyze those comments to get better understandcustomer evaluation for providing various types of services, which can be targeted forimprove and enhance the competitiveness of enterprises.Secondly, on the basis of comprehensive analysis of business requirements andsome relative technologies, we generated the overall framework design of the systemand realized the module of depositary management, meter management, billing, andinvoice report query and water meter service management. In this paper, we design thesystem module and database for the basic application to guide the system development.Furthermore, we describe the realization of key modules of the system in detail,and test some factors such as performance, reliability, and safety of the system. Thesystem has been running successfully in a County water supply enterprise currently,and gotten widely praise of employees and users, while gaining a good social andeconomic benefits.
