According to the water quality actuality of the songliao valley, it is manifested that the situation of water pollution is severe , especially accompanied the rapid development of the society economy and the increase of the population of the town, the industrial sewage , the livelihood sewage and the amount of pollutant emission took on ascent trend. According to the statistic in 2002, the amount of the pollutant water emission is 62×108 in the songliao valley, and the total liver length is 14869.4Km, and within it, 43percent is the water qualityⅠ,Ⅱ,Ⅲkind. And accompanied the flood and waterlog , the draught lack of water , water pollution and loss by run-off soil and so on , this problem stand out increasingly, and the unconscionable exploitation utilization of the water resource can lead to the liao river dry straightly and can lead to the XiangHai and ZhaLong everglade atrophy severity, and the seawater inbreak in the southeast coastal , and so on. Those lead to the antinomy of the water utilization more stand out, and the crisis of the water utilization safety more prick up, and the environment worsen, and the position of the water resource management not optimism.At present the integrate water quality database and the system of information release is not built by the Song-liao water resource commission ministry of water resource and the apiece province and the district, so before the uniform management system of water quality within the valley ,it is more important that the water environment information management system is designed with the simple and appliance value ,which can merge the water quality data management and the water quality assessment, and which can serve for the work of water...
