Public Archives Core Competencies To Build Countermeasures

This article concerned building the core competence of Chinese public archives in the social environment at the topic of development and service, I attempted to adopt various study methods such as literature studies, interdisciplinary studies, comparative and qualitative analysis studies. Starting from the users'angle, based on creating the whole social values , taking archives'comparative advantages for a breakthrough, first of all, I had conducted a comprehensive interpretation in aspects of public archives core competence's meaning, basic features, value analysis, and system-level partition. and therefore pointed out the driving force of building core competencies. Secondly, in the current social environment, the elements at all levels of the archives core competence was made a present situation analysis, then on the basis of a new location for the archives, the countermeasures of constructing the various elements which are included in three-level of public archives core competence system, that is, internal core layer, intermediate support layer and external performance layer are focused on analyzing. The purpose of this subject for study was making a theoretical innovation on the basis of summarizing the previous theories and analyzing a large number of research results in related fields, and ultimately built an advanced system of archives core competence, then provide operational countermeasures to expand the development space of Chinese public archives.
