This essay, applying the theory of core competence, mainly focuses on how the Publishing House of the Chinese People's Public Security University should adopt the strategy of positive repartee to conducting analysis and research under the complicated situation of changes and challenge brought about by our entrance of WTO. With the entrance of WTO and the coming of the new economic epoch represented by the globalized and unified economy, publishing industry that used to sleep with easy mind has to face the outer market environment full of internal and external troubles and increasingly fierce competition. In such situation publishing industry like a boat sailing against the current must forge ahead or it will be driven back. There is only one way to go ----reform which can help it keep forging ahead. How can the Publishing House of the Chinese People's Public Security University, an institution running as an enterprise, make an analysis on markets, make programs, develop, build and improve its core competence, finally win the market with the application of core competence strategy based on its own resources and ability? Just in order to answer this question, this essay, applying the basic theory of core competence which has been accepted since 1990s , has conceived of an applicable strategy based on the practical situation of the development of the history of our Publishing House, its organization fabric, its management and operation, and has made analysis and research on the strategy applicable to the development of our Publishing House in the new situation with the theory of core competence as well. Firstly, this essay has analyzed the advantages and disadvantages of the internal resources and the capability of our Publishing House , by observing and studying the macro environment of outer market and that of complicated competition to find out its core competence at publishing industrial markets and plate markets, thus orienting the enterprise strategically and development of the core competence of the Publishing House. Secondly, it has analyzed and studied the following aspects in details: the realization of corporate culture as the thought basis of core competence, the management of public relation as the security of enterprise capability, the learning organization as the way to acquire core competence, the building of core competence, the system of promotion, fabric adjustment and core competence as strategic ways to developing its own resources as internal strategies and cooperation, integration, alliance as external strategies. Finally, it has discussed the way to make strategy, on the basis of its own ability and the resources, to meet the needs of market in the future, and the way to expend its resources , to improve its ability so as to reform strategically, develop and build its own superiority and ability into core competitive power, the way to grasp opportunities and keep the enterprise running smoothly and steadily on the way applicable to the development of our Publishing House.
