Preventing flood and reducing the flood disaster are the important task to safeguard people’s life & property safety and to ensure the national economic and social development. The application of the internet of things and modern information technology to the modernized flood control system has significant effect on improving capacity of emergency command, implementing the command and control of flood control and disaster relief promptly, properly and scientifically to minimize the flood losses effectively.With the background of the problems that the urban flood control facing such as data acquisition not timely, resource dispatching inconvenient, this paper design urban flood control system includes real-time data acquisition and flood dispatching. According to the project requirements, the system realize the functions of real-time data collection, video surveillance, decision-making support, flood control command dispatch as to the water line and rainfall amount. The System is based on B/S architecture and distributed application architecture, applies multiple technologies, including XML, GIS, Rest Services, Biztalk Server in the unified J2EE integration development environment, uses SQL Server 2008 for data storage and moves on windows XP/7/ Vista operating system.Firstly, bases on the debating of the background and faced problems of urban flood control, analyses the functional and non-functional requirement.Base on the requirement analyzing, we provides the architecture design of system. According to the system requirements, we gives design goals and principles of the system. Then we separately talks over the functional and technology structures. Technology structure regards the system extensibility, maintenance and performance. We uses the J2EE architecture, and gives each layer’s function. We discusses each part’s composition in the functional structure.Go after the system architecture design, we particularly designs this flood control system. Based on the integrative and diversity management, we provide every module’s design describe. We offer this flood control system’s whole structure firstly. Next we particularly discusses each modules’ design, and give the system’s realization of renderings based on an whole function of each module.Finally, we simply test the achievement of urban flood control system, and summarized and look ahead the inadequacies of the system.The urban flood control system in this paper will be able to collect, transmit, store and manage the flood information, provide the decision-making support related to the flood control command in the information and model level, improve the accuracy, timeliness and effectiveness of flood control work.m.
