As accelerating urbanization in China in recent years, the population, floor area andup-to-dateness of city improve unceasingly. The management and service ofmunicipal public facilities are put forward higher requirements, especially for largeand medium-sized city.Tianjin has large and dense population, which is one of the municipalities with rapiddevelopment. The renewal of our city drainage facilities can’t match city developmentbecause of underground pipeline aging, lack of funds and other factors. This requiresus to improve the efficiency of existing facilities fully, to ensure people’s normal lifeorder.Relying on the rapid development of computer and network information technologyin the recent years, according to the specific characteristics of Tianjin drainagemanagement, we develop "Tianjin city urban flood control dispatching system". Theaim of the system is making the existing facilities well, promote the dispatchingreaction speed, improve the work efficiency of personnel. This system includes dataacquisition, remote control, video surveillance, video conferencing and otherfunctions, which solve the problem in flood control dispatching systematically, usingmodern networks and communication technology scientifically. When it rains, thesystem provide flood control decision-making basis scientifically and quickly, in orderto drain away water rapidly, reduce flood, avoid unnecessary loss of life and property.The article analyzed the system requirements combined with practical project atlength. It introduced system composition, layout, network topology and so on. In viewof the modular features, it introduced the weather forecast module, data Real timecollection and monitoring module, decision command module, pump station controlmodule according to chapters. It described the technical scheme selection, networkmodel identification and how to solve the technique problems in the process of systemformation. Finally it expounded the foreground and benefit of system application.
