Water resources are the basic support for the construction and development of the Pearl River-West River Economic Belt.The water resources in the region are abundant moreover the social and economic development of the area is effectively promoted.With the advent of the Internet + era,many traditional industries are gradually transition to the Internet.The use of modern information technology,in-depth development and utilization of water resources information resources to achieve water information collection,transportation,storage,processing and service modernization,and comprehensively enhance the efficiency of water conservancy activities and production capacity has become the general trend of water conservancy industry information.In this paper,the author developed the West River flood control system from the scientific research project of China Institute of Water Resources and Hydropower Research-West River comprehensive scheduling.This paper studied the theoretical basis of the particle swarm optimization algorithm,and applied the particle swarm algorithm to the river evolution model in hydrology,and optimizes the parameters of the flooding in the model.In the study of the relevant software development technology The design of the software architecture,the design of the problem domain,the design of the persistence,the design of the user interface,and the optimization of the flood dispatching parameters,including the design of the software architecture,the design of the problem domain,the design of the persistence,the design of the user interface,and the design of the flood control system,including the functional requirements and the non-functional requirements.And the West River flood control dispatching system was realized according to the system design.The development of the system adopts C / S and B / S hybrid architecture,and the flood control system developed by C #.The optimal dispatching server developed by JAVA.The operation process is normal and the reservoir group with no flood control rules is effective.Simulated floods have a clear "cut peak".In addition,the system can provide other auxiliary functions,including query reservoir water level information,calculate the water level storage curve and water level maximum discharge curve,simulate the generation of a flood,manage the flood program,manage the flood control scheduling program and so on.The results of the operation can provide the digital decision support for the flood control operation in the area ofWest River,which is of great significance to improve the management efficiency and flood control capability of the water resources business in the West River-Pearl River Economic Zone...
