In recent years, as the global climate continues to change, the rapid urbanization process, the rapid development of China’s large and medium cities, frequent occurrence of heavy and medium cities, many years of heavy rain, the city’s loss is growing, the impact is growing, has affected the healthy development of urban economy and the people’s normal life. Due to the lack of overall planning and long-term design, existing flood control and drainage facilities, design capacity far can not adapt to the urban storm burst prone, urban storm runoff speed to accelerate the urban flood disaster characteristics, urban flood control departments need to through new technology, new method reverse urban flood control management passive to cope with the adverse situation.With the development of the Internet of things, cloud computing, geographic information, mobile Internet and other advanced information technology, it is becoming more and more urgent to carry out the comprehensive and integrated management of flood control business information through technical means. The flood control information monitoring and analysis system based on GIS can be effectively improved by using the spatial analysis to provide scientific decision-making basis for flood control and flood control.In this paper, through the analysis and Study on current status of city flood control work, combined with the city flood control information system development status at home and abroad, through the research of city flood control unit, proposed the establishment of a GIS information monitoring and analysis system based on flood control, comprehensive use of networking, ArcGIS, J2EE, middleware, Flex rich client, mobile Internet and other information technology the water conservancy department, under the jurisdiction of the city water, rainfall information, radar images, satellite information meteorological department under the jurisdiction of the flood control department, under the jurisdiction of the low-lying areas, bridges and culverts, key sections of flood prevention and flood control of the video information of member units under the jurisdiction of the flood control materials information integration, integration and application.
