In recent years, along with the natural ecological destruction and environmental pollution problem becomes more and more serious, various natural disasters such as earthquake, tsunami and man-made fire, chemical gas leak and other unconventional emergencies happen frequently, seriously affect our daily life and the safety of life and property, in order to reduce the life and property losses, emergency management got more and more attention from governments and the scholars. In the emergency system, emergency evacuation after unconventional emergencies is a very important part, after the disaster, to evacuate the personnel in affected region to the safe area in the shortest possible time is the first thing to be considered. With the rapid development of information technology such as internet-of-things(IOT), by providing a more efficient means of acquiring information, IOT can greatly improve the efficiency of emergency management.By the support of the National Natural Science Fund project, in this paper, the emergency evacuation optimization scheduling problem is studied. Firstly, three aspects of the theoretical literature such as the research on Emergency evacuation related theory and empirical study,the model and algorithm of emergency evacuation,networking technology in the emergency evacuation were analyzed and summarized. Then this paper had a theoretical framework analysis on the vehicle routing problem (VRP) which is related to the evacuation model, especially for capacitated arc routing problem (CARP). Based on the emergency evacuation and arc routing problem research, this paper developed a single-objective mixed integer linear programming (MILP) model under the constraints of limited resources, single vehicle type, multi-demand, multi-time period, multi-input and output which incorporate the demand both on the points and arcs from the cost perspective, and then, by introducing a small scale practical case, this paper applied the ILOG CPLEX simulation software to model numerical simulation and had the result analysis. Finally, according to the evacuation model characteristics, as well as to the real time solution needs, this paper designed a specific genetic algorithm, thereby overcome the limit of ILOG CPLEX optimization simulation software cannot be effective in solving large-scale problems, through the example analysis and numerical simulation, and solving efficiency contrast with simulation software, this paper proved the accuracy and efficiency of heuristic genetic algorithm.
