In recent years, along with the accelerating process of economic globalization, coupled with the high speed development of information, the vast majority of enterprises are faced with increasingly fierce market competition, in such a social environment, enterprise’s survival environment has become more and more complex, enterprises can only choose choose scientific and efficient road of sustainable development in order to protect their market share, business enterprises in order to meet the social needs, in order to ensure the realization of the maximum benefit of the enterprise. And power supply enterprises as an important part of national economic development, its normal operation is directly related to national energy security, and power supply enterprise is the national economic lifeline, and people’s livelihood issues are closely related, it can be said that, the running status of the power supply enterprise in a great degree affects the state of the economy.Since China’s accession to the WTO, increasingly fierce competition in the various fields of enterprise human resources has also evolved from, scientific and effective human resource strategy can help enterprises to create a good corporate image, but also to improve the competitiveness of the enterprises themselves, realize the benefit of the enterprise. Human resources in the modern human resources management strategy occupies a very important position, enterprise human qualities and human development usually regarded as a whole concept, so for the healthy development of enterprises, do a good job decision of human resource strategy has very important practical significance. The main purpose of this paper is to help enterprises to choose the scientific human resource strategy and make scientific decision. And the focal point of the research significance lies in the fact that help companies associated personnel to solve the human resources strategy decision-making is usually after the qualitative analysis and quantitative analysis. At the same time, this study can also make the content of human resources management become more abundant science, gradually tend to be formalized. Results can be as enterprise human resources strategic decision of new tools to help enterprises make use of existing human resources more effectively, so as to realize the strategic goal of enterprise, to promote the stable development of the enterprise.This dissertation of Guangzhou, a state-owned enterprise human resources management process of analysis, design, based on SQL Server 2010 database system and effective human resources management system, through the visual basic language combined with ASP. Net technology to the design of C / s and B / s management system to enterprise human resources of modern and efficient management. In addition, this paper also introduced the designing process of the system, following the procedures including the feasibility analysis,detailed design,system design building a set of application of functional module of the human resource management system with; the core design of the system is to the user as the center of gravity, to achieve the maximum efficiency of the enterprise of design concept, a more comprehensive and planning for enterprise human resources to provide the required information.
