Design And Implementation Of A Judicial Authority Of Government Procurement Management System

With the development of information technology and the popularization of electronic government affairs, the electronic of government procurement has become inevitable developing trend. With the procurement efficiency improvement and procurement costs reducing, electronic procurement methods are constantly promote government procurement towards to fairness, justice, honesty and high efficiency development.This paper studies the judicial administrative organs development background of the government procurement management in Zhejiang Province. The author as a judicial administrative organ of Zhejiang Province government procurement management department staff has some acquaintance with the process of government procurement and management system. Thus, this paper develops a set of suitable purchasing management information system according to actual demand of Zhejiang judicial administrative organ procurement. The system accomplished project management, approval process, data management, electronic bid evaluation, supplier credit evaluation, etc. Because of the judicial administrative organ procurement particularity, the paper gives the focusing on the design and implementation of system security. This article expected to make a certain contribution for work efficiency improvement of the judicial administrative organs in Zhejiang government procurement.This thesis has mainly completed the following researching tasks:1. The overview and the analysis of system demand. This paper introduces the development background and research significance of system in detail. Also the detailed analysis and the description about the working process of the judicial administrative organs of Zhejiang province government procurement, procurement system goal and solved the needs problem of the procurement system are given in this paper.2. The architecture and design of system., We use the secure Web Service technology to provide a platform for government procurement application, through to analysis the procurement management system of judicial administrative organs government,and based on, we build a unified one-stop judicial administrative organs in Zhejiang province government procurement architecture, and design the architecture of structure and function of various detailed description, including the database schema, system function module, interface, etc.3. The design of system security system. The security of the system is no more than particularly important, due to the administrative organs of government procurement management system industry specificity. This paper, in the process of system implementation, is the general principle of system security design, the system’s each link technology has carried on the strict safety design, and gives the detailed technical methods and measures.4. The implementation and validation of the judicial administrative organs of government procurement management system. According to the system requirements analysis, this paper designs the function modules of system in detail, and the function logical mapping for a specific operating system module, completes the mapping between the functional design and code compilation. And the implementation process of the system is described in detail. Finally, this paper gives the test scheme of each module, in order to verify whether reach the design requirements and goals of the system.At last, the test shows that the system is user-friendly, complete in functionality, convenient in usage, safe, reliable and expandable. While, because of the government procurement management system is a large project, this article is just implement the part of work based on the actual work, due to reasons such as time and ability, system and there are many places need to improve.
