The Design And Realization Of Electronic Government Procurement System Of Jinzhou New District Of Dalina

With the increasingly significant role government procurement plays in macro-control on the national economy in China’s current economic situation, the scope of government procurement is expanding steadly, and the total amount of government procurement, which increased from 100.9 billion yuan in 2002 to 1133.2 billion yuan in2011, is growing stabely in our country. The expanding of the scale and the coverage of government procurement brought tremendous economic benefits to our society, but, at the same time, the shortcomings of the traditional procurement system, such as " low efficiency, high cost, a lack of clarity and transparence" are also exposed. The successful practice of electronic government procurement in developed countries, such as America, Britain, South Korea, Italy, and the rapid development of information technology in our country, makes the electronic government procurement become the trend of the development of China’s government procurement, and the state and local governments at all levels focused on the research and development of it, besides,Universities took it as the scientific research projects. With both policy and practice being adopted, the electronic government procurement of China has made certain achievements, the electronic government procurement system of provinces and cities like hundreds of flowers blossoming.Based on studying on the theoretical knowledge related electronic government procurement policies, and the investigation and study of the electronic government procurement system developed by the other provinces, combining with the practical situation of government procurement of Jinzhou New District of Dalian, this paper developed the electronic government procurement system of Jinzhou New District of Dalian, to create a "higher efficiency, lower cost, greater clarity and transparence" platform for government procurement.This paper is divided into 6 parts,the first one is introduction,which briefly describes the research background, including the changes taken place in China’s economic situation since the reform and opening policy, the government’s strategy related to the government procurement, and the necessity of choice of governmente-procurement in the circumstance where the scale of government procurement expands rapidly, the research condition and practice home and abroad,the aim and contents of this paper; And next, the second part, according to the purpose of the thesis, starts with the system demand analysis, and then outline the function diagram of the overall system,introduces the system’s basic users and business processes, and technology used in development, and the system architecture; And then the third one is the part of system design, introduces the design of model of the subsystem and business roles involved in the system in detail; And the following one is the fourth part, the part on system implementation, introduces the developing environment of the system, the realization and pseudo code of the main subsystem, the main business process and its realization,and the design of the database strcture; then the fifth part is about the system test before the system running, introduces the test method, the conditions where the test running well, the functional testing and performance testing, and the test results; and the last one is the conclusion, summarizes the achievement of this paper, and look to the further work and the development trend in the future.
