At present, with the development of information technology, the e-Government has covered all departments of government, even all business application. As an important application, government procurement has improved the efficiency and cut down the cost of procurement greatly. But a face-project phenomenon appears in many e-Government projects, as many government websites only playing the role of publishing the procurement news without interactive processing to dealing with business.In addition, the work module of the current government-procurement websites looks very inane, because the business is more standard and more consummate. This situation doesn't meet the laws and the practical applications in our country. So, a perfect, applied, convenient and secure solution is a pressing need.This dissertation analyses the government procurement procedure and relative laws in detail, and classifies the roles and tasks in procurement strictly. Based on inducting the whole business flow, this dissertation designs a rounded state-transitted mechanism for procurement projects.By introducing the Workflow technic and the Role-Based Access Control model, this dissertation presents a model of government procurement projects management system, which can manage and surveil all items effectively.
