Under the environment of continuous integration among government departments,continuous improvement of service quality requirements and continuous improvement of service types,government organs have successively carried out archives management upgrading and reform,speeding up the archiving management of paper documents and electronic documents,digital processing and scanning,document repair,etc.,building an electronic archives management platform,innovating the archives management mode,and realizing standardized archives management.Shijiazhuang Archives Bureau of Hebei Province and other organs line archives departments,through the purchase of archives services,the use of advanced information technology and professional archives management capabilities of current enterprises,government archives management model reform and upgrading,Gradually explore the path of government purchase archives service to improve the quality and efficiency of archives management and optimize the allocation of resources.In the course of practice,I found that there are many problems in the purchase of archives management service by Shijiazhuang municipal government,and then selected three of them in the case of purchasing archives management service by Shijiazhuang municipal government,using questionnaire survey and interview method to carry out investigation and analysis.On the other hand,there is a public loss in the purchase of archives management services by government agencies,such as the temptation of interest in the purchase process and the moral hazard in the operation of the project.To some extent,it hinders the effective promotion and implementation of the reform and upgrading of archives in Shijiazhuang municipal government.Based on the above problems,this paper explores the causes of the problems in the purchase of archives services by Shijiazhuang municipal government,and finds that the reasons are mainly caused by the government's insufficient attention to the optimization of archives management,the difficult formation of a good market competition environment,the cognitive bias between labor and employment,the cognitive bias between principal-agent and the conflict of interests and value between principal-agent.In view of the above problems and reasons,this paper suggests that we should strengthen the construction of local systems and regulations,optimize the competitive environment of the local market,promote the development and upgrading of local service providers,optimize the talent attraction policy and training methods,and build a contingent of archival talents;At the same time,using the strength of trade associations,strengthening the exchange of resources and information between principal and agent,building trust and consensus,to solve the substantive problems of Shijiazhuang municipal government organs in purchasing archives services,to ensure the high quality and efficient operation of various projects,to provide experience for other cities in Hebei Province,and to promote the development of the provincial government in purchasing archives management services and archives management.
