The Design And Realization Of Government Procurement System Based On The Web

The government procurement is a basic regimentation which can strengthen the financial expenditure management. The development of this regimentation can not only improve the utility of financial expenditure but also promote the construct clean politics. With the increasing of the government procurement, there are many problems in the traditional manual procurement mode, such as the long period of procurement, the growing cost and the questionable science and equity in the procurement process. Thus great importance must be attached to the e-government procurement based on the WEB.The paper introduces the relevant concepts of government procurement, analyzes the problems in the traditional manual procurement mode and discusses the progress of research and the current systems of the e-government procurement at home and abroad. Then, this paper presents the concept and its model of e-government procurement, designs and implement of the e-government procurement system.The system presented in this paper emphasizes on the integration and accordance of e-government procurement process, which includes all the stages of procurement. This paper constructs the e-government procurement on the base of designing the all roles with their functions and describing their relationship, which insisted of eight stages, five centers and three databases. At last, this paper discusses the importance of the system and the difficulties with its solutions.
