With the advances in IT technology, companies continuously improve the level of information technology, hence the increasing complexity of the construction of enterprise applications. The competitive environment has made two demands on enterprise IT architecture:on the one hand,to make full use of the existing resources of enterprises; on the one hand, the face of changes in the market must be flexible and quick adoption of new technologies is needed, so as to achieve its strategic goals eventually.SOA (Service-Oriented Architecture, Service-Oriented Architecture) is a design thinking, a loosely coupled system architecture model. The architecture mode is so agile and efficient systeml for enterprise that information systems can become a strategic resource in face of changing business logic.Great achievements have been made in the construction of China’s e-governmentl,, but these systems are often different development languages and different operating system platforms, leading to the sharing of information between the systems and the lack of interactive, seriously hampered the functioning of e-government. With the applications integrating e-government construction, especially advice, its purpose is to maximize the other existing information assets.This paper focuses on construction in Hunan Tobacco-stop service platform with a service-oriented architecture to solve the multi-channel access, technical approval online, e-government approval, intelligent monitoring, knowledge base construction and management. The parsing understand why they are using SOA architecture. Oriented architecture model of e-government approval system, and describes the model architecture. Business environment and the target business environment through the example of one-stop service platform typing service modeling, process modeling, formation modeling, detailed description of SOA-based modeling framework are introduced, and final system-design analysis and solution are given.Finally, this paper summarizes the results of research projects, the promotion of the achievements in the future of e-government construction and research directions.
