Research And Development Of Government Procurement Platform Based On J2EE

Government procurement of electronic technology not only can improveoffice working efficiency and save the cost of procurement, but also can make beconvenient for the suppliers and procurement units. Therefore the establishmentof a one-stop government services procurement network platform is thedevelopment direction of government procurement.All of the function of traditional government procurement websites is verylimited. They just only have some simple functions, such as information releaseor online bidding and so on. Through analysis of these websites' deficiencies andaiming at the needs of government procurement, this thesis put forward a novelprogram for the construction of government procurement platform. The mainidea of this program is putting all of work of procurement chain on the web; it's atruly one-stop service. This platform can let procurement units and supplierscomplete the procurement easily. Since some departments of procurement chainhave already made their application systems, it will not only waste manpowerand material but time if we re-development all of the systems. Therefore, theplatform which we developed is divided into two parts. One part of the platformis the government procurement system based on J2EE technology, includingonline bidding, online procurement hub office, and information release and etc.The other is putting the application systems which have already been developedinto integrate using service-oriented system integration technology based onJ2EE. Due to the existing application systems in different platforms and theymay also use different programming languages and databases, this paper putforward a loosely coupled platform framework. Web services is built on an openprotocol (HTTP, SOAP, XML, etc.) basis, and can use any language to develop. Therefore different platforms can be achieved on the effective application ofsystem integration. This framework will encapsulate the every application systemas a service on the applications level. So that, the other applications can accessservices through its interactive.This paper breaks through the traditional domestic government procurementwebsite limitations, makes government procurement more humanized andimproves work efficiency. Also it provides a strong basis for government'smacro decision-making, departmental budget details, and regulatory agency'ssupervision. The system operated well after a year of operation. The practice ofsystem operation has proven that the structure and availability of theHeilongjiang provincial government procurement platform are feasible.
