Human resources management information is the inevitable trend of development of modern enterprises, the use of computers to corporate human resources information management, with traditional management incomparable advantages. For talent in the enterprise management is an extremely important task, which is characterized by complex, cyclical and dynamic. Therefore, the paper supply company human resources management research in the talent practical applications has played a pivotal role. With the development of computer technology, the use of computer network technology supporting the management of talent evaluation has become a reality. Human resources professionals comprehensive evaluation system to improve the quality and efficiency evaluation, personnel evaluation to improve the scientific and correct, improve the management level of the company leaders to promote the power company’s information technology and other aspects play a decisive role.This article gives the power company Qionglai human resource management to provide a comprehensive evaluation of Java EE + Oracle-based solutions, application UML Unified Modeling Language, based on object-oriented programming ideas, the use of B/S (Browser/Server) mode, construction in the MVC (Model-View-Controller) over three-tier structure, the use of RBAC to achieve global access control management, making the overall system architecture and scalability is very good.
