With the rapid development of China’s economy, the development and application of radio technology more and more widely. Radio technology has become an important means of information technology and smart city construction. The frequency resource is the prerequisite and basis for the development of radio technology, how to make the limited frequency resources is particularly important to be fully rational use. Radio frequency monitoring is an important means of effective supervision, the rational use of radio frequency resources.Qingdao radio monitoring station is the Department who is mainly responsible for the monitoring of radio frequency in Qingdao area, in recent years the Department of radio monitoring facilities continue to improve, the number of large fixed monitoring stations, small monitoring stations, transfer stations and small mobile station increased year by year, and the station staff engaged in monitoring the frequency is only 6 people, the existing work mode but stay in the artificial analysis stage, this mode of overall control and analysis of electromagnetic environment is original and inadequate, with fine management, grid monitoring target is proposed, the working mode of intelligent and need to be changed, in order to adapt to the changing situation. The radio spectrum monitoring system is an important tool for monitoring personnel to monitor daily radio signals. The current civilian radio signal range is mainly 20MHz-3000MHz. The use of a variety of signal must follow the national relevant laws and regulations, in accordance with the preassigned rules. How to master the signal is normal and orderly use, requires monitoring personnel can signal power monitoring, bandwidth, place of use of the signal frequency has been legal licenses by radio spectrum monitoring system, can be used for monitoring, demodulation, positioning of signal frequency without getting illegal licenses, to ensure that all frequencies can be used in accordance with the national unified planning.Based on the research of the existing domestic radio monitoring system, understand the system software structure, application, analysis of the advantages and disadvantages of various software platforms currently on the market, with the Qingdao radio monitoring station of the monitoring staff common use of the existing radio monitoring system software, the actual work requirements do not meet the shortcomings of search the existing software, to investigate the actual work process, system functions and system flow to determine compliance with the requirements of the intelligent optimization design, to improve monitoring efficiency, improve monitoring quality. The main results are as follows:(1) The design of the flexible networking mode, using C/S network structure, the single server control, monitoring equipment, client server connection mode; network server and server connected to a server, the client connection can be connected to the network.(2) The design of the flexible control mode, the user can control the other monitoring equipment for the server, also can be directly connected to the other terminal through the client server to control monitoring equipment.(3) To realize the real-time monitoring data and database functions, in real-time monitoring and can be compared to the frequency band of legal, illegal, unknown frequency etc.(4) To realize the automatic trigger measurement, monitoring network in other monitoring equipment to complete the single frequency measurement, single frequency and direction, signal recording by comparing the pre-set suspicious signal out of the trigger, realizes intelligent monitoring.(5) The design of a flexible database, including MSAccessMDB, Oracle. SqlServer, different levels of monitoring station can choose to install a different database, and communicate with each other.
