Along with the rapid development of science technology and social economy, the amount and nature of the radio communication equipment increases, electromagnetic environment becomes complex increasingly, limited radio spectrum resources become more crowded, which has brought new difficulties and challenges to the distribution and management spectrum resources. Radio monitoring is an important part of the radio management, an important way to protect, manage and rationally use spectrum resources. Through the effective monitoring and standardized management, it can better ensure wireless communication remain stable and orderly from unlawful interference.Intelligent antenna, as one of the main development direction of antenna technology, through the digital signal processing technology, adjust antenna pattern flexible to form multiple fixed narrow beam with high gain, make:when in receiving mode, the signal from outside of narrowband beam is inhibition; when in transmitting mode, make the received signal power of the desired user largest, while make other users receive the smallest interference.At present the radio monitoring system is facing many problems, such as the electromagnetic environment becomes more complicated, excessive antenna, low accuracy of direction finding and interference sources location, difference and effective maintenance of monitoring database, greatly limits the system of radio spectrum monitoring and management to be more efficient, standard and intelligent.Therefore, in order to solve these problems, this paper uses the method of combining the administrative management and intelligence technology, design a radio monitoring intelligent management control system, on the one hand, using intelligent antenna instead of direction-finding antenna and monitoring antenna, realize the purpose of precise direction finding, interference location and the effective regional interference source suppression. On the other hand, through the radio monitoring networking control realize real-time exchanging and sharing monitoring data between the databases from several monitoring sites. In addition, this system is designed modular according to the actual functional requirements, and each module connect and influence with each other. Furthermore a set of standardized monitoring database to established and maintain process is also designed, aiming to provide a strong technical support and model reference for establishing radio monitoring and management system which is more effective, unified and normalized.
