With the rapid development of radio services, radio technology has been extensively applied to all walks of life, and plays an irreplaceable role in the key areas such as defense, transportation, communications, etc., in order to ensure the normal and effective use of spectrum resources, the radio monitoring technology has been more widely used. Now, the main content of the work is to strengthen the radio management and improve the level of radio monitoring, perceive the electromagnetic spectrum environment and resource information effectively, make full use of monitoring data for effective spectrum management, strengthen to build radio monitoring system and research the new technologies in the construction and radio monitoring system. Radio direction-finding and location as the key technology plays an important role in signal detection, the source of interference finding and determination of the location of the signal source, which usually use two or more monitoring equipment to measure the cross painted achieve positioning function.Now, the GIS technology developing increasingly strong momentum, in China and abroad, there are many famous GIS software platform such as MapGIS, SuperMap, GeoStar, ViewGIS, MapInfo, ArcGIS, Intergraph, Microstation, etc. These software products have good popularization in the field of process user data and secondary development. In this paper, we will examine how to apply the GIS technology to radio monitoring and management system, and ultimately determine using the ArcGIS as the software development platform for GIS through a full investigation the application of GIS technology in many application systems.In this article, we study the GIS technology in radio intelligent monitoring system, and implement function of the electronic map, direction finding and location and station management. The main contents are as follows:(1) We list the initial assumptions used for creating the model, in order to make the angle of arrival (AOA) obey the Gaussian distribution density function. Then we build the model of one station positioning accuracy and extend the Gaussian distribution density function. Then model of two-station positioning accuracy is built by product formula of independent events, and we do a theoretical analysis of the positioning accuracy and the validation of the numerical experiments. We have obtained some valuable theoretical results, and have been successfully applied to projects in this paper.(2) We study the development status of the radio monitoring and GIS software platforms in China and aboard, and have a detailed study and comparison of MapInfo and ArcGIS which are the most widely used GIS platform combines radio monitoring applications, and ultimately determine using the ArcGIS as the software development platform for GIS. In this paper, we use ArcGIS Server10.1publish a map for the service and achieve secondary development by use ArcGIS Engine10.1.(3) We discusses the role of radio intelligent monitoring systems and the function have to be achieved, and then explain the need for the system of the direction finding-location module, also, we design the module in detail and have implementation it successfully. In this paper, we build the database mode by Power Designer, and using ArcSDE+Oracle database to store the spatial data and business data.
