Human resource is the primary resource of the information era. As a base system of enterprise and institution management, human resource management system is an important guarantee for work operation. In 2006, wage policy change took place and the new "Civil Servant Law" was put into implementation. In 2008, the Ministry of Human Resources and Social Security was established. From 2009 and 2010, institutions began to implement performance pay step by step. With the deepening of the personnel system reform, the traditional way of working has been challenged. Utilizing information technology to meet personnel work requirements, standardize management processes, optimize cadre examination and democratic evaluation.etc to standardize and optimize management in agencies and institutions has become a critical problem to solve.According to situation of the Ministry of Human Resources and Social Service Center personnel management, establishing a suitable human resource management information system and have computers work instead of traditional manual work can help to reduce duplicate effort and improve work efficiency. Meantime, it could also help to improve internal management and optimization of human resources. This study focuses on a system which provides a more scientific management mode for the logistical office. It can be used to plan the personnel file management, personnel hiring management, payroll and performance management modules. The status of human resource management can be demonstrated with graphics. It ensures the efficiency of logistic management. The improved efficiency of personnel management in logistic office promotes information-based office development.During the systematic analysis, we collected user requirements through meeting discussion, examined specific personnel management processes and designed case diagrams to communicate with users and then determined system function modules. Systematic analysis and module design are based on the defined modules. Based on systematic analysis, the system division, resource configuration and data storage as well as the implementation of the whole system is arranged. The basic criterion of system division is dividing the system to several sub-systems from top to bottom and divide sub-systems to modules. Design follows this structure accordingly. The relationship among the categories is defined and the system is analyzed specifically.B/S structure, Struts + Hibernat are used in implementation. Oracle is used for data management. This paper is written based on the actual development process. In view of the actual situation logistic office and applying the modern human resource management theory, the human resources system structure is established by comparing domestic and international human resources.
