With knowledge economy coming, human resource has turned into the most important strategic resource of a country's economy and society development. As an important component of human resources management, the performance evaluation is the indispensable mechanism for organization to manage, make policy and control; is the core of human resources management; plays the function of controlling management. So the research and exploration for performance evaluation systems is very significant. This paper, by analyzing the performance evaluation system for librarian in domestic and foreign university library; using modern theory and method of performance evaluation, fully making use of the advanced experience of performance evaluation system for foreign academic library staff; on the basis of analyzing working property, post duty of university's library in detail, set up performance evaluation system for academic library staff. The whole index system has three levels, 4 first class indexes among them, 20 for second index, 67 tertiary indexes. On the basis of comparatively further investigating and analyzing to the weight, this paper confirms the weight of the third grade index using Del Philippines law, describes the standard and the grade of performance evaluation, and designs the grade form of performance evaluation to university library staff on this basis. This paper describes synthetically the Tissue, implementation, existing problem on performance evaluation, and carried on the discussion in perfecting the performance further. At present, the studies on performance evaluation of the academic library staff are just now at home, and there are few researchers and few research results. Because of dynamic development and change by itself of library, the emerging new technology, new things, and new method bring a lot of uncertain factors, so, the evaluation indexes and methods of performance evaluation system of university library are not all unalterable, and develop one spiral rising type on "deny in not affirming, of not denying certainly". The studies on performance evaluations system of academic library staff still need to perfect constantly, and this paper only does the preliminary discussion, and remain to be examined in practice.
