With application of cascade development model, it expounds system design, database design and function module design, etc. in details.At last, this thesis makes brief discussion on current obtained achievements and direction for improvement. This system now is in the test phase, the running condition is good and has reached expected effect and researched objective and given better play in human resource management in Ningbo Mingzhou Enterprise. It realizes intelligence, high efficiency and real time of works such as daily human resource arrangement and human resource management, improves cohesion and vitality of the enterprise, which makes the enterprise possess stronger competitive advantage in market competition.
