At present, with the rapid development of computer and Internet technology, more and more universities have gradually entered into a new era of informatization management. Personnel management at colleges and universities is an important part of university management, and the personnel informatization management system based on web can provide a unified management of human resources information. Moreover, with the system, we can improve the efficiency, quality and the whole level of university personnel management, thereby to realize the availability, reliability, real-time and sharing of university management, and provide better service for the intelligent development of colleges and universities. In this paper, the main points are as follows:1. After investigating a lot of relatively more mature personnel management systems at home and abroad, this paper has summarized the problems that the personnel management system faces at present and put forward solutions.2. Based on the particularity of personnel management system, this paper has done the actual demand analysis and use case analysis based on system needs, and has accomplished system function module design, which divides the system into 5 modules: account management, personnel management, recruitment management, training management and system management.3. With the application of Multi-tier B/S Architecture and Java Web technology, the system has accomplished its code implementation to the system functional modules, and also finished the design and construct of the system information database.4. The paper has presented the test results of the system, which shows that the system is running steadily and has fully considered the management demands of personnel management at colleges and universities, the convenience of staff, and the inter-operability. The system has provided a good modern informatization management service to the users.The system mentioned in the paper is mainly based on Java language and Multi-tier B/S Architecture. It is designed and implemented from three levels: the user’s level, business logic level and database level. The user’s level is implemented on JSP and Javascript technology; the business logic on Jave EE development mode and SSH framework and the database on JDBC and JavaBean technology. Through the system, users can deal with all kinds of daily personal management problems, such as the basic information management, training, recruiting work and so on. In a word, the system improves the efficiency of the personnel management work in universities, promotes the electronization and informatization of personnel management, and provides a great prospect for development and application.
