Nowadays, our product and life style have been greatly changed by the developments of computer technology, information technology and web technology. The truth that it is so difficulty to grasp the fast changes of the market request depending on own resources have already been realized to more and more enterprises. To make up their insufficiency, cooperation must be done for enterprises in order to use other enterprises’ superiority.As the status of Virtual Enterprise Partner Selection is discussed, the way of cooperation between enterprises under network environment is studies in this thesis aimed to the bottleneck problem of enterprises growing. And the effectiveness of the formation of virtual organizations to improve the competitiveness of manufacturing enterprises is demonstrated. As current enterprises in the manufacturing sector is market-based, network-based and spread characteristics, the key technology for building virtual enterprise and selecting suitable partner is depth studied. Then the mathematical model and algorithm of the virtual enterprise partner selection under fuzzy environment is discussed. And the requirement of the system is analyzed through software engineer technology. As a result, the performer and the domain model is presented. On this basis, the functional requirements and non-functional requirements of partner selection system is discussed and the cases such as system management, tender, bidder, data management, project management, bidding management and data dictionary maintenance is presented. By the requirement analysis, the goal and rule of system design is researched as well as the business process of the system is proposed. Then the overall design and the module division of the system is performed and the structure for each module is shown. Even more, conceptual model and physical model for database is designed. Thus, the detail design of the system is performed by building mathematical model based on fuzzy math and solve optimal partner by adopting genetic algorithm.Finally, the prototype system for partner selection is developed by J2 EE network programming technology. As the goal of maximum average satisfaction between pairs of task with timing relationships, the mathematical model a for partner selection is established which making closer to the actual background.For verifying the feasibility and effectiveness of the virtual partner selection system, a system test is performed after the system is developed. The system is mainly tested in functions of chief users and leaguer user and the system performance. The test result shows that the system meets the needs of the users’ and achieve the user’s function. As a result, the goal of helping the virtual enterprise to find the best partner faster which is better is reached. Meanwhile, the operational efficiency of enterprises is improved well by the online virtual enterprise partner selection system with good portability and scalability.
