Researches on partner selection and workflow management, the two core parts of construction and management platform for Web-based Agile Virtual Enterprise (AVE), are discussed in detail. The construction process and structure of workflow management system of AVE are established based on an analysis of present situation and practical demands of AVE. The adaptability of partner selection evaluation system is stressed. From the perspectives of core competence, agility and feasibility of cooperation, a general partner selection evaluation system for AVE is constructed in a hierarchy structure by synthesizing different evaluation factors, which are classified into core resources, controlling ability over core resources and cooperating ability. A partner selection algorithm based on AHP and TOPSIS for AVE is proposed. An absolute quantity evaluation of candidate enterprise, ideal solution and negative ideal solution, and the relative closeness as the final evaluating indicator are adopted. The algorithm is characterized by the integration of TOPSIS and AHP. The problem of AHP in which the characteristics of evaluation indicators and the group feature of candidate enterprises cannot be indicated is solved. The precision and differentiating ability is increased. According to the requirement analysis of Web-based workflow for AVE and with the reference to the Workflow Reference Model established by Workflow Management Coalition, three simplified activity models, i.e. AND Activity Model, OR Activity Model and Basic Activity Model, are proposed to define Web-based workflow for AVE. The Kanban mode is introduced and ECA rule is applied to the Web-based workflow management system. Both the flexibility and the real time communication of Web-based dynamic workflow system are ensured. A partner selection evaluation prototype system, the algorithm and a workflow management software system are developed. The validity of the algorithm and workflow management system is validated by a case study.
