With the improvement of people’s living standard, there is more and more demand for the public meteorological services. The original meteorological administration publishing system cannot fully meet the needs of Guizhou Provincial Meteorological Science and Technology Service Center and its customer. In order to develop the economy of Guizhou, to improve living standards of Guizhou people, and to meet the new demand for meteorological services in the new period, it has an extremely important role in building a professional meteorological service system based on Web, which can easily and quickly release time-sensitive and high-quality meteorological information and service products for special customer.Professional meteorological service system includes some functional modules, such as production platform of meteorological service products, meteorological service display subsystem and meteorological service management subsystem. It realizes an integrated platform composed by meteorological data collection, meteorological service products processing, business management and product. In different stages of the project from the demand analysis, outline design, detailed design and coding achievement to project testing and optimizing, the system performs operations in strict accordance with the software engineering process.This thesis focuses on the design and implementation of the meteorological service management subsystem and the meteorological display subsystem, mainly including user management, special user management, release management, message management, home page, special user page, general reading pages and other functional modules. The system uses three mainstream framework technologies which includes B/S structure, MVC design pattern, Struts2 + Spring + Hibernate, integrated development environment of MyEclipse as a development tool, Tomcat as a WEB container, and database using Oracle 11 g.The results of system performance test show that the system achieves the expected goal that it designs, system function is complete, data operation is legitimate and right, and the graphical user interface is friendly, and easy to operate. The system can improve management efficiency and meteorological service quality, convenient to expand service areas, meet the various needs of users, and play a role in disaster prevention and mitigation and improve disaster prevention.
