International Federation of Library Associations and Institutions (IFLA) has quite an impact in the international library community. The library section of IFLA had worked out a number of theoretical and practical aspects of the Library's professional reports. The paper has selected from the library user research professional reports about the special groups which are published behind 2000. They are the young adults, the government, the disabled, the babies and toddlers, the prisons and the patients. Through the study, it is no difficult to see these reports focus on the professional development of librarianship in the world and are to awake the public libraries to aware the services to the special groups. These professional reports analyses from target groups, the physical library environment, library resources, services, personnel requirements, management, evaluation and marketing and promotion.The article first briefly introduces the research background, research results and the special groups to be further explored at home and abroad. The scope of domestic research is narrow and many researches are appeared in recent years. The development of domestic public culture is not yet ripe, services for the special groups is in the low level and there are many problems too. Foreign study primarily is IFLA professional reports on the six special groups, in which the disabled and the prisoners are more mature field. After a brief introduction about IFLA professional reports, the paper analyzed the content of the guidelines and enlightenment to our library community in China. The paper analyses the six groups according to the publish sequence of IFLA guidelines. They are quantity of the research on the disabled, including the blind group, dyslexic groups and the dementia etc. Through the study, our libraries should get three point, they are Services, systems and personnel. Library's physical environment is to protect the service to implement. Library services should provide resources and services based on target groups. At the same time, the library should develop collection resources construction plan to provide quality information. The experience and practices in the IFLA Guidelines show that the exchange of information and good customer services are necessary means. Libraries should help the user to aware the access for information and should also step up publicity to let the users facilitate the immediate convenience and the fun. In addition, the complexity of the special group service and the differences levels among national economy, the libraries should actively cooperate with other relevant agencies, so that every citizen can easily get equal, convenient services and have fun.Although the research of library user services has been a hot topic of library science and current library personalized service is booming, personalized service and library construction documents are limited to specific groups from the perspective of library users. So research on the special groups of service users is value to domestic library services and library construction. The content of IFLA professional report is substantial, but it is relatively burdensome and scattered. Moreover, the implementation of the guidelines should also take into account the special circumstances of the countries themselves. Therefore, the paper last seeks specific measures based on the IFLA guidelines according to the status of public library services in China.
