The Design And Implementation For Meteorological Multi-track Operation Information System In Heilongjiang Province

With the development of society and the diversification of economic activity as the public social welfare, the meteorology service is getting more and more people's attention. The construction of Meteorology Multi-Business Information System of Heilongjiang province is according to the request of business reform by China Meteorology Bureau to utilize the hardware and software resource fully and provide a meteorology multi-business information system for meteorology forecast workers and meteorology service users. It can provide the real time data and share of data so as to improve efficiency and accuracy of meteorology service, and exert great function of meteorology service for society.The task covers ASP.NET, database, map projection, WEBGIS on of conception of information system , the thesis explains the background of task, the analysis of demand, the design of each module, the research of key technique and the realization of actual function.The task is design and implementation of meteorology multi-business information system in the practical work of meteorology bureau of Heilongjiang province. The content of the thesis includes the present condition of meteorology analysis and processing software, the comparison of several types of usual WEBGIS technique and the goal of task. Browser/Server structure is used in the design of system platform, system structure, key technique and method of program design. The system implements the analysis and processing of meteorology data and information and displays meteorology information with the aid of GIS technique, provides the timeliness and availability of data. My work in the task is to undertake the design and implementation of display module for satellite image, city weather forecast and rainfall precipitation. The primary functions are to analyze and process the satellite data files so as to create new graphics files and display them, to analyze original files of weather forecast and process them into graphics files and display them, and to display such elements as temperature, pressure, humidity and rainfall with the technique of GIS. At present, every module has been completed and applied in the daily run.According the research and design of the system, the task developed the business platform for our province which analyzes , processes and save the meteorology information. The platform can provide the real-time data that comes from satellite broadcast and broad band transmission by Web. Before the system is developed, the meteorology analysis and processing software runs in C/S mode. Now, it can work in B/S mode. The system can provide the real-time data such as automation-observation station by Internet and word wide web. So the weather forecast workers may query the real-time meteorology data quickly and in time so as to improve forecast efficiency and accuracy of forecast. With these benefits, the multi-business system can exert great use of meteorology for society.
