Heavy oil catalytic cracking (paralysis) is one of the most main processes of secondary processing and deep processing for oil refining industry in China, the technological process is complex and system scale is huge, it includes many dangerous and harmful factors and new-old system concomitance, synchronously and complex risk management issues. According to the system of risk management and early-warning mechanism and considering oil refining and core plants as research object, this dissertation aims to establishe a support system of dynamic risk and management information and implements dynamics, advanced, real-time, effective risk management for every step of production, which are much of significance to enhance the safety production and management level of oil refining enterprises.This paper analyzes early warning system's logical chart flow by studying refining and core plants and real-time early warning system of risk management theory, applies .NET platform and multi-tier structure of .NET platform, puts forward refining and core plants and real-time early warning system's construction goal, principle, system structure, function module, system flow and database design etc. under the key information systems and technologic condition, establishes the model of"real-time alarm, real-time warning and pro-control promptly"and completes oil refining-core plants and real-time early warning system's design and development based on B/S structure. Refining-core plants and real-time early warning system's management theory, directed by risk early warning and pro-control's theory , collects information on heavy oil catalytic cracking (paralysis)'s production equipment, product ional operation process and the risk of operating positions'the results of risk identification, establishes risk early-warning and prevention mechanism, forms systemic and perfect early-warning risk database, makes use of platform of computer network technology to implement three-prevention management model of heavy oil catalytic cracking (paralysis)'s production, monitors, identifies, diagnoses and evaluates heavy oil catalytic cracking (paralysis)'s the risk factors in safety production, according to evaluation results at all levels to determine system security status, put forward the corresponding pre-control program, refrains and rectifies current insecurity factors, realizes reasonableness, credibility and efficience of refining production and operations.Oil refining and core plants and real-time early-warning system considers industry risk factors database as primary knowledge base, has risk analysis and evaluation function, can assist enterprises in making decision with model of early-warning mechanism and provide effective accident-prevention decision for company and assist company's decision-maker to develop risk control and accident prevention timely, prevent accident disaster from expanding effectively. It is a complex system engineering that integrates security early warning pre-control theory, also a new method that improves the level of safety management of refinery.
