Monitoring and early warning system of municipal flood disasters in Huzhou City is an important part of city flood control and drought relief command information system construction, will fully consider the function reuse other business systems and has been built and integrated system of GIS, using B/S framework for the development and deployment based on. Through the map of meteorological monitoring system of land, real time rainfall, water regime, the disaster situation, provide real-time flood information for flood control staff. The flood control and the staff to keep the flood of information and the latest developments, timely processing and dissemination of early warning information.Through the implementation of this project, the territory of Huzhou City, county (city and district) of mountain flood monitoring and early warning platform and platform based flood risk map of the data and results are collected, and the collection of data analysis, statistics, sharing and management reporting, information construction of business application system, to the city flood relief command departments to provide timely and accurate information for flood control and to take timely countermeasures against flood emergency relief, the whole process of monitoring, supervision and guidance of flood, flood prevention work to provide the necessary support.Construction monitoring and early warning system platform based on WEBGIS; spatial information system platform of management include:flood disaster of town level administrative regions, water distribution, regional distribution, remote sensing image map, the river map, reservoir distribution of monitoring points, Kang Honggong Cheng distribution map, traffic distribution, the security division and the risk zoning map. System of vector of the above information, and combine the electronic map system of imaging, hydraulic engineering, remote sensing image and special imaging, map database and professional database interaction with water, the water information service.Six layer architecture of data is used in the system respectively, completing the data acquisition, network hardware to support function, function of data collection, data resource management functions, a variety of application of support function and provide a variety of business applications. In addition, the system uses the template, in order to adapt to the different needs of users, can work in a variety of application scenarios, can provide a number of early warning indicators, early warning methods are various. Application of WebGIS TopMap technology has been used in the development of this system, the TopMap software of high technology is mature, very popular in the field of water conservancy. In addition, the data sharing middleware platform to support the cross database data exchange and access can be achieved, can fully meet the needs of each other’s information sharing between departments the flood control headquarters.This paper first introduces the background and significance of the topic, the domestic and foreign research present situation, the management information system of the system is achieved by the use of technology, including Java technology, system development platform and database theory and the main research content. Then the system needs analysis, to determine the overall structure of the system, divides the system into modules and introduces the basic function of the system, then the outline and detailed design, implementation and testing of the system and the prospect of the future development direction of management information system.
