Nowadays the shortage of water resources has become a global issue. Water conservation and efficient water usage are becoming more and more of an issue to various countries and governments. In the water-saving technologies, the use of advanced sensor technology and space-time analysis achieves accurate measurements and prediction of moisture (drought) which has a major theoretical and practical significance. Drought is a worldwide problem caused mainly by atmospheric circulation, regional location and regional distribution of forests. Drought also easily leads to desertification, dust storms, water shortages, forest cover reduction and reduction in biodiversity and other issues. Drought has already affected the survival of forests as well as the development of agriculture and people's lives. In 2010, the southwest region of China suffered varying degrees of drought. It was one of the largest droughts in the history and many people suffered serious losses. Hence, determining the correct drought indicators are important for decision making. Early warning and monitoring of droughts and the development and application of disaster assessment are very important.Areport titled "early warning and monitoring of drought and disaster assessment" discussed about monitoring, data collection, analysis and . management of drought data, as well as the assessment of the use of computer network technology to perform in-depth technical analyses.Throughout different areas of study, data requirements are respectively different. The field data collection applies 11 parameters for drought monitoring indicators. Data acquisition systems monitor drought conditions using high-precision sensor technology that sends commands to the. collection terminals through a GSM wireless communication network.The central and most vital technology of the system is the use of GIS technology and Internet as the means of information communication. According to the data collected from each monitoring site, the system analyses and assesses, then generates the results of assessment and determination through the internet on a graphical display system. The main components of the system are data collection (and reporting) system, analysis and evaluation systems, data management system and assessment conclusions query and browse systems.
