The development of information technology has accelerated the globalization of economy. If an enterprise wants to keep the competitive advantage of the sustainable development, it is bound to use the advanced information systerm to arm itself. Resource (ERP) has become a powerful weapon in the face of fierce competition from the appearance and obtained wide attention. As the ERP technology continues to mature and improve, which is widely used in various fields, many companies are committed to combine HR management concepts with advanced ERP technolog and establish an efficient ERP human resources management information system, which will effectively improve the level of HR management and productivity, achieve strategic transformation of HR management,promoting the company’s human resources reform and long-term development.Aimed at the problems and shortcomings of MIS system in TuYou electric power company, this paper analyzes the current situation of the company’s human resources management, based on detailed investigation and analysis, combined with enterprise information resources,using structured method and the original method combining method launched ERP human resource management system analysis and design, putting forward the basic train of thought of the design and development of the system.In the analysis phase,from project planning, requirements analysis to optimize business processes we detail the logic design of the system;In the system design phase, from the application architecture, infrastructure design, data architecture to security architecture design, we elaborated the demonstration process of implementation and design. According to the technical specifications and related standards of System platform in Tu You,the system uses high-availability cluster (HA) configuration,the way Oracle RAC database and a architecture in which B/S and C/S modes coexist, in order to achieve stability and compatibility of core systems.Through the analysis of organization and implementation plan of the first phase of ERP human resource management system of TuYou, we propose a number of key factors and solutions such as the scope of the pilot phase, the implementation team and the implementation process. This provides a solution to the information construction of HR management in TuYou, With a good application prospects and popularization value.
